Dear Assemblyman :

I am a Fire District Commissioner in the ________________ Fire District.  I serve without compensation and have done so for more than ____________ years.

On behalf of the Fire District Commissioners of the ____________  Fire District and the volunteer firefighters of the _____________ Fire Department I encourage your support of Assembly Bill 1274 which was passed in the Senate on May 2nd, 2011 as Senate Bill 1824.

The aforementioned bill would amend Chapter 74 of the laws of 2009 relative to the dissolution and consolidation of Fire Districts. Presently the legislation does not provide for a cost or benefit analysis of dissolving a Fire District or consolidating several Fire Districts which are primarily staffed by volunteer firefighters.

The amendments set forth in Assembly Bill 1274 would codify the important difference volunteer firefighters time represents and the economic impact of dissolution and/or consolidation may have if we lose the volunteers donated time.

I support Assembly Bill 1274 because it requires that an analysis be done as part of a transitional plan in any consolidation or dissolution.  This bill would require an estimate of the actual savings to be obtained by dissolution or consolidation and would require a public hearing to inform the citizenry of the financial and service impact of dissolution or consolidation.

It is for these reasons that I strongly encourage your support of Assembly Bill 1274.
